Terms of Use
These Terms govern the use of the CIDES-VRC portal. By browsing or using any service offered here, you agree to the conditions below.
Current version: August 19, 2026.
1. Who provides this portal
This portal is maintained by the Consórcio Intermunicipal de Desenvolvimento Econômico e Social do Vale do Rio Cuiabá (CIDES-VRC), a public consortium established under Lei nº 11.107/2005 (the federal law governing public consortiums), registered under CNPJ nº 07.950.742/0001-27, headquartered at Rua Professor João Félix, nº 1024, Quadra 5, Lote 60 — Bairro Lixeira, Cuiabá/MT, CEP 78008-435.
2. Purpose
The portal is intended to give publicity to the consortium's acts and to offer channels of communication with citizens, including: institutional information, news, the Transparency Portal, bids and contracts, documents and regulatory acts, services of the inspection system (SISBI/SIM), the Ombudsman's Office, requests for access to information (e-SIC), polls, and a virtual assistant.
3. Access and availability
Access is free of charge and, as a rule, does not require registration. Some services require identification so that they can be provided — for example, a request for access to information, which requires identification of the requester in accordance with art. 10 of Lei nº 12.527/2011 (the Access to Information Law).
The consortium seeks to keep the portal available on an uninterrupted basis, but there may be interruptions for maintenance, updates, or due to failures beyond its control. Unavailability does not give rise to a right to compensation, except as otherwise provided by law.
4. Rules of use
By using the portal, you agree to:
- provide truthful information in forms, especially in formal requests and communications;
- not use the portal for any unlawful, offensive, discriminatory purpose or in a way that violates the rights of third parties;
- not attempt to gain unauthorized access to restricted areas, accounts, servers, or databases;
- not perform scans, intrusion tests, code injection, or any action that compromises security;
- not use automated means that overload the infrastructure or bypass request limits;
- not send files containing malicious software;
- not impersonate another person, agency, or company.
Failure to comply may result in access being blocked and civil, administrative, and criminal liability, including under the terms of Lei nº 12.737/2012 (the Brazilian Cybercrime Law) and art. 154-A of the Criminal Code.
5. Complaints and communications
The Ombudsman's Office receives complaints, including anonymous ones. Reporting a fact that the reporter knows to be false may constitute false accusation (art. 339 of the Criminal Code). Anonymity protects those who report in good faith; it does not protect those who use the channel to harm third parties.
6. Virtual assistant
The portal offers a virtual assistant that responds based on the content published here. Regarding it:
- responses are automatically generated and may contain inaccuracies;
- they do not replace the official document, the notice, the regulatory act, or the agency's formal response — in case of discrepancy, the published official document always prevails;
- the assistant does not file requests, complaints, or petitions: for that purpose there are the Ombudsman's Office and e-SIC, with a tracking number and legal deadline;
- do not enter personal data, third-party data, or confidential information into the chat.
7. Published information
The consortium makes every effort to ensure that information is correct and up to date. Even so:
- amounts, deadlines, and procedural statuses may change after publication;
- scanned documents may contain reading errors resulting from the scanning process;
- transparency data displayed from third-party systems depends on the availability of those systems;
- in the event of any discrepancy, the official document and the data contained in the administrative case file shall prevail.
Errors may be reported through the Ombudsman's Office or Contact Us.
8. Use of content
The information produced by this consortium is of public interest. Unless otherwise indicated, the content may be freely reproduced and reused, including for commercial purposes, provided that the source is cited and the integrity of the data is preserved, in accordance with Lei nº 12.527/2011 (the Access to Information Law) and with the open data policy.
Excluded from this are: trademarks, coats of arms, logos, and the virtual assistant character, whose use requires prior authorization; photographs and third-party works identified as such; and content protected by legal confidentiality.
9. Links to other websites
The portal contains links to third-party websites — public agencies, courts of accounts, government systems. The consortium does not control the content or privacy practices of these websites and is not responsible for them. By following a link, the terms and privacy policy of the destination site apply.
10. Privacy and cookies
The processing of personal data is described in the Privacy and Data Protection Policy, and the use of cookies in the Cookie Policy, which form part of these Terms.
11. Accessibility
The portal follows the recommendations of the eMAG — Accessibility Model for Electronic Government (Modelo de Acessibilidade em Governo Eletrônico) and offers high-contrast features, font adjustment, a reading ruler, link highlighting, reduced animations, navigation shortcuts, and content in Brazilian Sign Language (Libras) where applicable. Barriers encountered may be reported through the Ombudsman's Office, and will be handled as a formal communication.
12. Changes to these Terms
These Terms may be changed at any time, with an indication of the date of the current version. Use of the portal after a new version is published implies agreement with it.
13. Applicable law and jurisdiction
Brazilian legislation applies, in particular Lei nº 11.107/2005 (the Public Consortiums Law), Lei nº 12.527/2011 (the Access to Information Law), Lei nº 13.460/2017 (the Consumer Protection Code for Public Services), Lei nº 13.709/2018 (the General Data Protection Law), Lei nº 12.965/2014 (the Brazilian Internet Civil Rights Framework), and Lei nº 14.133/2021 (the Public Procurement Law). The chosen jurisdiction is the Comarca de Cuiabá, State of Mato Grosso, with waiver of any other.
