Prosecutor-General of Accounts proposes incineration with energy generation to solve waste issue in MT

The Attorney General of Accounts, Alisson Carvalho de Alencar, proposed the implementation of a waste incineration project with energy recovery, capable of converting into electric energy that which cannot be directed to recycling. The suggestion was made this Thursday (11) during the opening of Technical Roundtable 09/2025, which seeks a solution to end open dumps in Mato Grosso and brings together the Intermunicipal Consortiums for Economic, Social and Environmental Development of Portal do Araguaia (Cidesapa) and for Economic and Social Development of Vale do Rio Cuiabá (Cides-VRC).

According to Alencar, this is a technology already consolidated in developed countries and expanding in Brazil, which could be made viable through the State's financial responsibility and cooperative arrangements, functioning as a complement to sanitary landfills and increasing the efficiency of public policy. “We can think of ambitious projects for incineration and thermal decomposition of waste residue, so that what cannot be properly directed to recycling is incinerated and, from that, has energy recovery. It is producing energy from waste. These are initiatives consolidated worldwide, and Mato Grosso, with its economic strength, can take a leading role in this area. I suggest we include this innovative incineration project with energy recovery on this Technical Roundtable's agenda. Turning waste into energy,” said the Attorney General. Alisson Alencar also reinforced that joint action between institutions and municipal managers is indispensable to face structural challenges, and he highlighted that the impetus given by the president of TCE-MT, Councilor Sérgio Ricardo, was fundamental to consolidating an environment conducive to qualified debate on the subject, which requires dialogue, regionalized planning, and institutional cooperation. “The solution needs to be integrated and capable of generating economic, environmental, and operational benefits for all municipalities, in addition to ensuring financial sustainability for the private partner.” The president of TCE-MT officially declared the Technical Roundtable installed, reaffirming the body's commitment to structuring concrete and lasting paths to solve the problem of solid waste disposal in the state. For him, listening to mayors and consortiums is essential to overcome the lack of projects, one of the main obstacles faced by municipalities. “Both large and small municipalities need complete and definitive solutions, and the Technical Roundtable will allow us to reach a common denominator.” The Justice Prosecutor and coordinator of the Center for Conflict Self-Resolution (Compor), Miguel Slhessarenko Júnior, pointed out that the final disposal of solid waste involves high cost and technical rigor, which makes it unfeasible for smaller municipalities to take on this responsibility alone.
